Startup India Seed Fund Scheme: Eligibility, Application and Funding Process Explained

The Startup India Seed Fund Scheme (SISFS) is a government programme launched in 2021 by the Department for Promotion of Industry and Internal Trade (DPIIT) to provide early funding to new startups in India, helping them convert ideas into prototypes and market-ready products at a stage when banks and venture capitalists typically require proof of concept before extending support.
To be eligible, a startup must be DPIIT-recognised, less than two years old at the time of applying, and working on an innovative product, process or service in sectors such as technology, manufacturing or social impact. Startups that have already received support exceeding Rs 10 lakh from other Central or State government schemes are not eligible, and under SEBI (ICDR) Regulations and the Companies Act, an Indian promoter must hold at least 51% of the shares.
Funding under SISFS is not disbursed directly by the government; instead, it is routed through DPIIT-approved incubators, which evaluate applications, select startups and disburse funds in instalments as grants, convertible debentures or debt instruments. Incubators applying to join the scheme must themselves be established institutions with a track record in mentoring startups, proper infrastructure, and a transparent selection process.
The application process is entirely digital, conducted through the official Startup India Seed Fund portal. Applicants must register on the Startup India portal, obtain DPIIT recognition, and then apply through an approved incubator by submitting a business plan, pitch deck and supporting documents. Once approved by the incubator's selection committee, the seed funds are released in milestone-based instalments to support prototyping, trials and early market entry.
